The decentralization represents an increasingly complex process, closely linked with the efforts made for integration into Europe with ultimate goal for improvement of the services provided to the citizens, thus, leading to improvement of the living standard. However, the consequences from the previous system are still visible through the permanent marks made in the marginalization of the rural and other small communities.

lrz202The overall goal of the project was improved services for the citizens in the rural communities.

The objective of the project was modernization and creation of conditions for sustainable development in the rural communities.

The expected result from the project was creation of improved conditions for work in the communities, mostly targeting the new competences transferred in the process of decentralization. The purpose is to enable the rural development, particularly in the marginalized communities.

The target group of the project were rural communities. Direct beneficiaries are inhabitants from the municipalities of Konce, Caska, Staro Nagoricane, Dolneni and Veles.
The target area of the project is rural, i.e. the project was conducted in 5 focus areas included in the programme LRZ.

The project realized the activities for support to the municipalities and public utility enterprises for more efficient operations in the following areas: protection and maintenance of the environment, access to donors (EU), utility infrastructure, urban and spatial planning, modern IT presentations.

In the municipality of Staro Nagoricane the activities for design and hosting of a web page of the municipality were realized. The municipality of Konce was supported in the preparation of application for IPA funds and cross-border cooperation, as well as improvement of the utility services by procurement of water supply pipe. The municipality of Caska realized the project Friendship Park, i.e. through the MCIC’s support the mobilization of additional funds from the Peace Corps were procured. This represents a first project for urbanization of the central part of village Caska. In the municipality of Veles, 5 special drills for forestation were procured. These were utilized mostly in the two events of the Day of the Tree. The leading partner was the public enterprise Makedonski Sumi, branch Babuna from Veles. The municipality of Dolneni and PUE Dolneni were supported with procurement of hose and small equipment required for quality maintenance and management of the utility infrastructure. Moreover, MCIC delivered consultations for the PUE regarding approach to identification of problems with sanitation in the villages of the municipality of Dolneni.

The foreseen possible risk which referred to the time period due to the possible parliamentary elections that defocused the communities in the pre-election campaign, including the implementation of the elections themselves, resulted in prolongation of the time period of implementation of the project from October to December 2008.

An assumption which influences and contributes to the realization of the overall goal is: the municipalities improve the other segments of their competences for improvement of the services to the inhabitants. An assumption at the level of result is that the municipalities are willing and dedicated to implementation of the new competences acquired from the process of decentralization.

The cooperation with all the partners: municipalities and PUEs was excellent and allows an opportunity for further reinforcement of the joint cooperation.

Part of the undertaking and procedures for realization of the project was implemented by MCIC, whereas part of the procedures was also undertaken by the municipalities/PUEs in consultations with MCIC.

Information on the project was submitted to the public via the information editions of MCIC and the municipalities.

In the process of implementation of the project, MCIC performed monitoring and observation of the project activities.

The time period for implementation of the project was February 29th – December 30th 2008. The direct costs for the project amounted to 940.865,00 MKD. All funds represent donation of EED, Germany (www.eed.org).
